Summary

This present work aims to evaluate the health effectiveness in various Arab and
African countries by referring to the efficiency of their health care system. The adopted approach consists in determining efficiency as regards the capacity of the system to transform its medical "inputs" into health "outputs". This is carried out by using a nonparametric approach called DEA method (Data Envelopment Analysis). We used the two approaches of DEA method, the input oriented approach to measure the efficiency of the systems of health and the output oriented one to judge their
effectiveness. This makes a point of answering the following questions: What has
been done so far about efficiency of the health system in the Arab and African
countries? Can efficiency guarantee the effectiveness of the health system? And what
are the factors likely to influence it?
