Expérience de la contractualisation dans le secteur de la santé en Algérie

Summary

Contracting is on the agenda in many countries pursuing health sector reform. It is often presented as a means to redefine the relationships between key actors in the health system to achieve greater efficiency in the use of available resources. This paper presents and analyzes the Algerian experience of the past fifteen years to establish new rules between the public health system and the social security. The authors show why and how the contracting was considered as a component of the health system reform, analyze the stages of its implementation before drawing some lessons from this experience still ongoing. In its implementation, contracting encountered the usual methodological difficulties in measuring the effectiveness and the costs of health care outcomes and benefits. The authors highlight the low degree of autonomy granted to the players engaged in the contractual approach to achieve negotiated objectives.
