Does Public Health Insurance Increase Maternal Health Care Utilization in Egypt?
Ahmed Shoukry Rashad, Mesbah Fathy Sharaf and Elhussien I. Mansour
ERF Working Paper No. 1076

Abstract
We assess the impact of health insurance on the utilization of maternal health care services in Egypt. A propensity score matching is used to control for baseline differences in the characteristics of the insured and uninsured women, to determine the difference in health care utilization between the two groups that is attributed solely to the health insurance coverage. The results yield that the national health insurance has a strong positive impact on most of the maternal healthcare indicators. Public health insurance coverage increases the likelihood of receiving antenatal care by about 7%, delivering in a public health facility by 8%, and the likelihood that a newborn receive vitamin A dose after delivery by 8.2%. However, women who are less educated, from a poor household, and rural regions, are less likely to be covered by a health insurance. The findings of this study would guide intervention measures that aim at improving health care utilization especially among the poor and other vulnerable groups.

Public Value Perspective for Gender Budgeting: Evidence from Egypt
Lobna M. Abdellatif, Mohamed Ramadan and Mohamed Zaky
ERF Working Paper No. 1075

Abstract
This paper proposes a conceptual framework that relates failure of progressing in gender equality to weakness of budgetary and political institutions. Whereas, the former drift budgetary allocation away from producing the required public values, the latter leads to failure of reconciling and shaping individual values to come up with informed budgetary objectives. Application on Egypt shows that gender values may be locked in the basic needs perspective and lack an informed governance framework to position them dynamically in the utilitarian set of objectives of the budgetary system. Fiscal transparency should inform the process of public values formation and level up budgetary objectives for gender. Additionally, tapping up all public assets and networking them with the budgetary exercise is an important responsibility for governments.

The Nexus between Informal Credit and Informal Labor for Micro and Small Enterprises in Egypt: Sources of Finance and Enterprise Informality: Evidence from MSE Surveys in Two Governorates
Mohamed El-Komi and Mona Said
ERF Working Paper No. 1074

Abstract
As a result of the economic meltdown in 2008, the hardest hit sector of the economy was the micro and small enterprises (MSE’s) sector. MSEs’ access to formal finance has been facing increasing restrictions, due to the adoption of more cautious lending strategies by both public and private banks. Hence, MSEs in Egypt still heavily rely on informal credit to finance their operations. This paper identifies the linkages between different sources of finance and their impact on informality of MSEs based on small scale surveys on credit and labor use in household businesses in villages in two governorates in Egypt.

HERU (Health Economics Research Unit, The University of Aberdeen) Summer Internships 2017
Applications are open for the 2017 HERU Summer Internships.

HERU intends to offer three summer internships in 2017 to economics students who are interested in learning how health economics research is done and how it can be applied to health policy. We intend to offer these placements to students who are considering a career in health economic research.

Internships are intended to give a taste of research work in HERU. Interns will work alongside staff in HERU to learn about the sort of work undertaken by these staff. Each internship will last for up to six weeks. Interns will undertake tasks such as assisting in the preparation and analysis of data, searching for and writing up the results of previous research on a topic and assisting in writing up the results of research conducted in HERU.

We welcome applications from students in their penultimate or last year of study for an undergraduate economics degree or a degree in a closely related subject. Suitable candidates will be selected on the basis of a short interview (UK travel expenses only will be refunded). Those applying should have a strong grasp of basic economic concepts. Overseas students may be appointed subject to being eligible to work in the UK. However no additional funds are provided to help with travel to the UK or subsistence.

Stipend @ £300 per week.

Closing date for applications: 24th March 2017

Interviews will be held on: 4th May 2017

More details and how to apply are available via the Internships page on the HERU website.

Call of papers / Appel à  communication
International symposium

Regulations, Markets, Health
questioning current stakes of pharmaceuticals in Africa

Closing date : april 30, 2017
(français à suivre)

Through this international colloquium, we wish to discuss the multiple stakes surrounding pharmaceuticals in Africa today, with particular consideration of their markets, the political and economic actors which they mobilize, related instruments of regulation, control and competition, modes of health care in which they are placed, and finally their modes of consumption by individuals, without losing sight of the adaptation of "traditional medicines" to the evolution of economic models. Regulation, with its broad sense of norms actually at play, legislative, biomedical, technical and commercial, seems to transverse these various questions and will thus be widely considered.
We anticipate proposals based on current research for presentation on the seven themes in the call of papers attached. Submissions can come from the various social sciences (anthropology, sociology, law, history, economy, geography, political sciences), as well as from biomedical and pharmaceutical sciences. Although Africa is central to this discourse, presentations of studies from other continents will be considered with the aim of drawing links with Africa and enriching the discourse with current situations in African countries.
Terms :
Applicants should submit abstracts of 2000-3000 characters (300-400 words) before 30 April 2017. Please indicate the theme(s) that are addressed by your papers. All submissions should be made directly through the symposium website:
http://globalmed.sciencesconf.org/
Please contact Charlie Marquis (globalmed-charlie@sciencesconf.org) with any problems or for any additional information.

Régulations, Marchés, Santé
interroger les enjeux actuels du médicament en Afrique

Date limite : 30 avril 2017
(English above)

Here is a recent paper by Makhloufi K., Ventelou, B., & Abu-Zaineh, M.: http://www.resd-network.org/en/publicat … -objective. The authors show that the current health insurance schemes, despite improving accessibility to healthcare services, are nevertheless incapable of achieving effective coverage of the whole population for all services.
